I have heard from Col Rice commanding this Sub Dist (1)one Non Comm'd Officer & three (3) privates for each of 7 counties of my dist.  I shall have the counties organized this week with that very imperfect assistance. I  must complain at not receiving some Commissioned Officers & orderlys.  It will be simply impossible to do justice to the Bureau with such meagre help.  I am also bothered for want of authority in giving transportation even in cases where Families of the Freedman should be united.  It certainly seems that some discretionary power of that sort should be given an officer from whom so much is expected.

I am unable to draw any rations for even a few, very destitute & infirm Freedmen at this point.  Can you not furnish me with some authority in these matters?
