I have thus far, in all the counties been dependant upon such buildings as I found, that had been previously occupied by the Confederate goverment and have at all times been at the mercy of the local Provost Marshalls, liable to be ousted from a building at any time by their orders. 
Frequent applications are being made by the citizens to the Military Authorities for possession of the above named buildings. I received an order yesterday from the Pro Marshall by virtue of orders from Maj Genl Curtiss to vacate the building used by me as an office. Understanding that the Asst Commissioner Bureau of Refugees &c is alone authorized to order the property given up to claimants, I refused to "vacate," awaiting your orders. If this building must be given up have I any right to claim the Court-house The Military stationed here have been quartered in this building and now propose to move
