The first party endorsed in this application is a colored woman: (Loyal) and a Refguee from New market Tenn, is at present self-supporting but not able to pay her way to that place. The second party is colored woman that was brought here before the war by her master: from Washington D.C. & was left here by him & wants to get back: H.A. Eastman supt &c. Bureau of R. F and A.L. Wytheville Va Nov. 3d 1865 E.B. 3. P.13. A.C. Of. Va 1865. Bureau R. F & A.L. Richmond Va. Oct 28th 65 Respectfully returned for information, are the "Refugees" white or black? Loyal or disloyal? Are both or either of the parties dependent on the Govt. for support, and will this dependence cease if transportation is furnished.
