many agents and assistants who acted under the general instructions laid down by Congress & by himself; that the Freedmen's Bureau was one of those agencies and that all matters touching Freedmen's interests should be communicated through that department, that you, as the proper representative of the [[Strikethrough]] at [[/Strikethrough]] Bureau for this state, had just arrived and established your head-quarters among them; and in conclusion submitted whether it would not be wise in them to communicate their grievances to you- & through you, if need be, to the Commissioner & the President.
A Mr. Chester, said to be reporter for a Philadelphia paper, (a colored man) inquired whether that communication which I had read "was addressed to the meeting? if not the meeting had nothing to do with it and should proceed to the business before it." which was
