Report immediately by telegraph and by letter what you deem a fair compensation for freedmen Labor after & above clothing food medical attendance & without such within the lines of your district as well as you can for example able bodied Men & women & children above 12 years of age answer now without [[strikethrough]] about [[/strikethrough]] regard to the old men whether advisable to pay in cash or to secure payments in rents crops or in land
