Dear Sir,

Sometime since I forwarded to you the papers in the case of Wm. Anderson, and afterwards waited on you in person on the subject, when you referred the case to Capt. Wilder, who stipulated with me that so soon as Mr. Anderson furnished the amnesty oath, an order would be made giving Mr. A. entire control of his lot in Hampton and for the receipt of his tent. I accordingly caused Mr. A to take the Amnesty oath which I exhibited to Capt. W. when he declined issuing the Order and insisted that the case be again submitted to you, which, in so plain a Case, was most vexatious, as all Capt. W. proceedings, I regret to say, are.

The truth is, the Freedman's Bureau had no more right to take possession of or in any manner to interfere with this property of Mr. Anderson's than i think to do the same with mine. The libel against his property had been dismissed, and evidence of the fact produced, and Mr. A., on that evidence, put in possession of his lot by an agent of the Bureau in Norfolk, after
