Dear Sir

I have the honor, as Secretary of a meeting of the Citizens of York City Va to submit the following matter to your consideration.

In accordance with a notice published by the Asst. Supt. Bureau Freedmen &c., for the Sub. District, the Citizens of the County assembled in a public meeting on the 7th inst to approach an "Agent" in their behalf. "to adjudicate upon all difficulties arising between the whites & the freedmen &c"

On the following day a meeting of the freedmen was called to select an "agent" on their part, and their choice was - a freedman.

The "Agent" appointed on the part of the Citizens representing the emphatic wish of every respectable white in the County - declines to serve, and I am authorized to protest against the establishment of any such "agency" as the one now in existence.

The Citizens of this County do not believe that any such action on the part of the freedmen, was contemplated
