Herewith please find a communication from Maj Genl O.O. Howard in regard to Army Booties. The facts in the case are these. They are all first class army booties made in good faith for the Government, but the sudden close of the war and the consequent stoppage in the purchase of all supplies for the Army left them upon my hands.-

The Department here are now willing to aid me in any way they can, in order to dispose of these as in any event I must be a heavy loser upon them.

They are just the shoe for "contraband" wear, wide, full, and strong, and will do them excellent service, but are entirely un- [[unfitted]]
