to secure the confidence of the public, especially of those wanting help, it seems desirable that someone,(the Rev. Mr. St. John was recommended as the man) should be recognized in some way as the agent or commissioner for that city & Brooklyn, without pay, other than what he gets there.  If so appointed he says he can do all the rest.
I enclose very excellent testimonials for him. I also enclose a letter of enquiry from Eastern Shore Maryland from Dr. J. S. Bryan a rich Planter who had made complaints to Gen'l. Howard several weeks since.  He will expect an answer from you.
