Norfolk, Va. June 17th 1865

Capt. Stuart Barnes, A.Q.M. will proceed to the Eastern shore of Va. without delay, and ascertain and report on the condition of Negro Affairs in the counties of Accomac and Northampton. He will call upon the commanding officer of the District for all Property, Books and Papers belonging to Negro Affairs and receipt for the same as Agent of this Bureau.

Capt. A. S. Flagg, A Q.M., having reported to this Bureau, is hereby assigned to duty as Superintendent for Freedmen, in that part of Virginia under command of Brig. Gen. Ludlow. He will receipt for all public property now in use by the Freedmen.

Lieut J. H. Keatly will transport the orphans in the Asylum near Portsmouth to the Point of Rocks Hospital, having them report to Surgeon Whitcomb or the officer in charge. One month's rations will be sent with them.
