Abandoned Lands in the following counties, viz. Norfolk, Princess Anne, Nansemond, Southampton and Isle of Wight.

He will receipt for all property that may now be in possession of the Dept. of Negro Affairs. The Commissary of Subsistence will issue rations on his provision returns.

Further instruction will be sent in a few days.

Special Orders

June 22nd 1865

The order assigning the limits of District under the charge of Capt. A.S. Flagg A.Q.M is so modified as to include the following counties viz: Accomac, Northampton Fortress Monroe, Mathews, Gloucester, New Kent, King William, Charles City, James City, York, Warwick, Elizabeth City, Princess Anne, Norfolk, Nansemond, Southampton and Isle of Wight.

We will, as far as possible, retain those officers that are now in position, and are faithful in the performance of their duty.

The property belonging to the Bureau, in Norfolk will be transferred to him in a few days.

June 22nd 1865.

I. Chaplain R.M. Manly, 1st U.S. Colored Cavalry, having reported for duty in this Bureau in obedience to Special Order No. 294, War Dept. C.S. is hereby assigned to duty in these Hd. Qrs.

II. Capt. Stuart Barnes, A.Q.M. will turn over to Capt. A.S. Flagg, A.Q.M. all property in his possession belonging to the Dept. of Negro Affairs, on the eastern shore of Va.

III. Lieut. Willard Ballard, 13th N.Y. Heavy Art'y., having been ordered to report for duty in this Bureau, will report for duty without delay to Lt. John H. Keatly [[Keatley?]] A.A.Q.M. and Supt. Negro Affairs at Norfolk, Va.
