within the counties of Elizabeth City, York, Warwick, James City, Charles City, New Kent, King William, Gloucester and Mathews.
He will adjudicate all cases in which the penalty does not exceed a fine of one hundred (100) dollars or imprisonment at hard labor for thirty (30) days. All other cases will be referred by him to a commission appointed by the military commandant of the subdistrict. He will forward to these Head Quarters weekly reports of his proceedings under this order and pay over to the Superintendent of Freedmen of the District, all fines collected, taking therefor duplicate receipts, one copy of which will be forwarded to these head quarters.

August 7th 1865

I.  Superintendents of Districts will not furnish Transportation to any Refugees or Freedmen who can pay for it themselves. They will, in no case, furnish transportation on other than Gov't. steamers or rail roads, or to any points beyond the limits of their respective Districts, without special authority from these head quarters. 
Where such transportation seems necessary Superintendents will forward a list of those desiring it, together with reasons for furnishing it, and if approved, the order for transportation will be issued from this office.

II.  Superintendents in making contracts for labor in behalf of Freedmen, will in determining the rate of wages to be paid the men, make allowance for the support of their wives and children, so far as this support is furnished by their employers
