IV. So far as any jurisdiction of this Bureau extends over it, so much of the property consisting of a workshop corner of Washington & King Sts, Portsmouth, Va. as belongs to John E. Deans, is restored to him with all the rights and privileges of ownership upon the following conditions, viz:

1st The property will be turned over to Mr. Deans upon the expiration of the lease to any third party or parties, if any exists.

2nd That nothing is this order be construed as entitling him to compensation for damages to the property, or to rents which may be have accrued.

No property on the premises belonging to the Government will be turned over to him.

I So far as any jurisdiction of this Bureau extends over it, the property of James L. Clayton consisting  of a tobacco factory situated on Twelfth St. Lynchburg, Va. and now occupied as quarters for negroes, is restored to him with all the rights and privileges of ownership upon the following conditions, viz:

1st The property, if held as abandoned,

will be turned over to Mr. Clayton as soon as a proper regard for the welfare of the Freedmen occupying it will permit.

2nd That nothing in this order be construed as entitling him to compensation for damages to the property, or to rents which may be have accrued.

II So far as any jurisdiction of this Bureau extends over it, the property of Robert Saunders, consisting of one tract of land in York Co. Va, near the city of Williamsburg is restored to him with all the rights and privileges of ownership, subject to the requirements of Circular No. 3, War Dept. Bureau R.F. & A.L. Washington, D.C. 22nd May 1865 and upon the following conditions, viz:

1st The property will be turned over to Mr. Saunders upon the expiration of the lease to any third party or parties, if any exists.

2nd That nothing in this order be construed as entitling him to compensation for damages or to rents which may have accrued.

III The counties of Fauqier, Prince William, Stafford, King George, Westmoreland, Richmond, Northumberland and Lancaster hitherto forming a part of the Fifth District, State of Va. will hereafter constitute the Tenth District.

Chaplain J.J. Ferree is hereby appointed Supt. of the 5th Dist. now consisting of the counties of Loudon and Fairfax
