II Capt J. A. Blake 3rd Pa Arty, having reported for duty in this Bureau, he is hereby ordered to relieve Chaplain Charles A. Raymond U.S. Vols. in taking cognizance of all cases arising under the above order within the counties of Elizabeth City, York, Warwick, James City, Charles City, New Kent, King William, Gloucester and Matthews.

He will adjudicate all cases in which the penalty does not exceed a fine of one hundred (100) dollars, or imprisonment at hard labor for thirty (30) days.  All other cases will be referred by him to a commission appointed by the military commandant of the sub district.

He will forward to these Head Quarters weekly reports of his proceedings under this order and pay over to the Superintendent of Freedmen of the District, all fines collected, taking therefor duplicate receipts, one copy of which will be forwarded to these Hd Quarters.

I. So far as any jurisdiction of this Bureau extends over it the property of Edward Comer consisting of one lot

situated at City Point, Va. is restored to him with all the rights and privileges of ownership subject to the requirements of Circular No 3, War Dept. Bureau R.F. & A.L. Washington, D.C. May 22nd 1865, and upon the following conditions, viz; -

1st The property will be turned over to Mr. Comer upon the expiration of the lease to any third party or parties, if any exists.

2nd That nothing in this order be construed as entitling him to compensation for damages to the property, or to rents which may have accrued.

II. Capt. A.S. Flagg, A.Q.M. Inspt &c Bureau R.F. & A.L. having reported at these Hd. Qrs. in obedience to orders will now proceed to his command at Norfolk, Va
