III. ..So far as any jurisdiction of this Bureau extends for it, the property of Holt Wilson consisting of a house and lot, situate at the South-west corner of Effingham and High Streets in the City of Portsmouth Va, and a lot on the North side of Graff Street and East of middle Street. said city is restored to him with all the rights and privileges of ownership, upon the following conditions-viz:

   1st The property will be turned over to Holt Wilson, upon the expiration of the lease to any third party or parties if any exits
  2nd That nothing in this order be construed as entitling him to compensation for damage to the property or to rents which may have accrued.

IV.. So far as any jurisdiction of this Bureau extends over it, the property of Thomas Carr, consisting of a lot of land with its appurtenances situated in that part of the City of Portsmouth Va called Gosport, is restored to him with all the rights and privileges of ownership, subject to the requirements of Circular No 3. C.S. War Department. Bureau R.F. and A.L. and upon the following conditions viz

  1st. The property of will be turned over to Thomas Carr upon the expiration of the lease to any third party

So far as any jurisdiction of this Bureau extends over it, the property of Washington Reed, consisting of one-half of the warehouse and wharf situate on the East side of Water Street and North of London Street, in the City of Portsmouth Va, is restored to him with all the rights and privileges of ownership, subject to the requirements of Circular No 3, War Dept Bureau R.F. & A.L. and upon the following conditions, viz:

1st The property will be turned over to Washington Reed, upon the expiration of the lease to any third party or parties if any exists.

2nd That nothing in this order be construed as entitling him to compensation for damages to the property, or rents which may have accrued.
