2nd That nothing in this order be construed as entitling him to compensation for damages to the property or rents which may have accrued.

V. So far as any jurisdiction of this Bureau extends over it, the property of William Allen, consisting of a farm, buildings and other property of the Estate, located near Williamsburg Va, and known as "Orange Mill" farm, is restored to him with all the rights and priveleges of ownership, subject to the requirements of Circular No 3. C.S. War Dept. Bureau R.F. and A.L. and upon the following conditions viz:

1st The property will be turned over to William Allen, upon the expiration of the lease to any third party or parties,if any exists.

2nd  That nothing in this order be construed as entitling him to compensation for damages to the property or rents which may have accrued.

that you cause a list to be made out with as little delay as possible, of the destitute Freedmen in your District-by name showing what their domicile was when the war broke out.

The object of this inquiry is to enable the Bureau to send the Freedmen now dependent on the Government, to the Counties which should support them as soon as the Counties shall have made the necessary arrangements therefor.

Your attention is invited to the necessity of at once organizing the commission prescribed in the Circular from these Head Quarters, of the 27th USI.

The Agents therein designated should be appointed with as little delay as possible, either by conferring with prominent citizens, or by calling meetings of the Citizens and Freedmen, for that purpose. Asst. Superintendents will report to you as soon as the Commissions are organized and forward the names of the Agents chosen by the Citizens and
