A weekly report of the cases tried and fines imposed, will be made out by the Asst. Supt acting as Recorder of the commission, to you and will be by you, forwarded to this office.  The amount of the fines will be forwarded to you and accounted for by you, in accordance with Circular No 17.  Bureau [[strikethrough]]at Washington [[/strikethrough]] Hd Quarters

It is expected that during the present month, the Commissions will be fully organized and the new system in full operation.

A sufficient number of blank contracts will soon be sent you for the use of your District.  The commissions will then give especial attention to this enforcement of the last paragraph of the circular.

I  So far as any jurisdiction of this Bureau extends over it, the property of George H. Grace, consisting of a lot of land

situated on the North Side of North Street, in the City of Portsmouth Va, also a lot of land situated at the North East intersection of Green and North Streets, is restored to him with all the rights and privileges of ownership, subject to the requirements of Circular No 3. C.S. War Dept. Bureau R.F. and A.L. and upon the following conditions viz:

1st  The property will be turned over to George W. Grace upon the expiration of the lease to any third pary or parties if any exists

2nd  That nothing in this order be construed as entitling him to compensation for damages to the property or rents which may have accrued.

II  So far as any jurisdiction of this Bureau extends over it, the property of Eliza Jones, consisting of a farm situate in Elizabeth City-County  Va, and known as "Elmwood"- also two pieces of woodlands, one containing sixty-five (65) acres and the other, thirty-two (32) acres, also two lots of land situate in Hampton Va, is restored to her with all the rights and privileges of ownership, subject to the requirements of Circular No 3. C.S. War Dept. Bureau R.F. and A.L. andupon the following conditions viz:
1st  The property will be turned over to Eliza Jones upon the expiration of the lease to any third pary or parties if any exists

2nd  That nothing in this order be construed as entitling her to compensation for damages to the property or rents which may have accrued.
