III   So far as any jurisdiction of this Bureau extends over it, the property of Mary A Scofield, dec'd, consisting of a House and Dwelling on High Street, Portsmouth VA, also a double tenement on the East side of Middle Street between High and Queen, Portsmouth VA, also a dwelling on the corner of Queen and Middle Streets- Portsmouth VA, also a double tenement on the North side of Queen Street, between Court and Middle, Portsmouth VA is restored to J. A. Scofield, executer to Mary A. Scofield, dec'd, with all the rights and privileges of ownership, upon the following conditions viz:-
1st  The property will be turned over to J. A. Scofield, executer to Mary A. Scofield dec'd upon the expiration of the lease to any third party or parties if any exists.

2nd  That nothing is order be construed as entitling him to compensation for damaged to the property, or rents which may have accrued.

Current Series, War Dept. Bureau R. F and A. L. is hereby assigned to duty at these Head quarters as Chief Quarter Master and Financial Agent for the State of Va.

II.  Lieut. H. S. Merrill will turn over all property and papers in his possession, belonging to the Q. M. Dept., to Capt. White who will receipt to him for the same.

McAlpine, consisting of a farm situate and lying in Princess Ann County  Va, is restored to him with all the rights and privileges of ownership, subject to the requirements of Circular No 3. C. S. War Dept. Bureau R.F. & A.L. and upon the following conditions viz:-

1st The property will be turned over to Dr. James A. McAlpine upon the expiration of the lease to any third party or parties if any exists.

2nd  That nothing in this order be construed as entitling him to compensation for damages to the property or rents which may have accrued.
