I....So far as any jurisdiction of this Bureau extends over it, all the property of Christopher Proctor of Prince George Co. Va., now held by this Bureau as abandoned land, and which has not been libelled for confiscation in the U.S. District Court, also that against which the proceedings in said court shall have been dismissed, is restored to him, with all the rights and privileges of ownership, reserving such improvements as may have been put on the property by the Govt. and subject to the requirements of Par. 8 Cir. No. 15 C.S. War Dept. Bureau R.F. & A.L. and upon the following conditions Viz:
1st The property will be turned over to Christopher Proctor upon the expiration of the lease to any third party, or parties, if any exists.
2nd That nothing in this order be construed as entitling him to compensation for damages to the property, or rents which may have accrued.

Va., known as "Endview." is restored to him with all the rights and privileges of ownership, subject to the requirements of Par. 8. Cir No. 15. C.S. War Dept. Bureau R.F. & A.L. and upon the following conditions Viz-
1st The property will be turned over to H.H. Curtis, upon the expiration of the lease to any third party or parties, if any exists.
