that, except in serious Criminal Cases, where the proof is clear, or the presumption, great: they will not arrest citizens against whom complaints are made, unless they fail to appear, after suitable notice from competent Authority.

I....So far as any jurisdiction of this Bureau extends over it, the property of Baker P. Lee, consisting of a tract of land situated in Elizabeth City Co. Va, known as "Brinfield" is restored to him with all the rights and privileges of ownership, subject to the requirement of Par. 8. Cir. No 15. C.S. War Dept. Bureau R.F. & A.L. and upon the following conditions- Viz:
1st The property will be turned over to 
Baker P. Lee upon the expiration of the lease to any third party, or parties, if any exists.
2nd That nothing in this order be construed as entitling him to compensation for damages to the property, or rents which may have accrued. 

II....So far as any jurisdiction of this Bureau extends over it, the property of Mrs. Sarah W. Winder, consisting of a house and lot situated

in Eastville, Northampton Co. Va, is restored to her with all the rights and privileges of ownership, subject to the requirements of Par. 8. Cir. No 15. War Dept- Bureau R.F. & A.L. and upon the following conditions Viz:
1st The property will be turned over to Mrs Sarah W. Winder, upon the expiration of the lease to any third party, or parties if any exists.
2nd That nothing in this order be construed as entitling her to compensation for damages to the property, or rents which may have accrued.

III. So far as any jurisdiction of this Bureau extends over it, the property of 
Mrs. Alexina Page, consisting of a house, situated on the corner of Boush and Tazwell Streets, in the City of Norfolk Va. is restored to her with all the rights and privileges of ownership, upon the following conditions Viz:
1st The property will be turned over to Mrs Alexina Page, upon the expiration of the lease to any third party, or parties if any exists
2nd That nothing in this order be construed as entitling her to compensation for damages to the property, or rents which may have accrued. 

IV. Capt. B.C. Carter A.Q.M. U.S. Vols. is hereby appointed Superintendent 8th Bureau R.F. & A.L. State of Va. relieving Capt. Henry A. Eastman, 11th Conn Vols. who will turn over all Quartermaster & Bureau property, with papers pertaining to the same, in his possession, to Capt. Carter.

V. Capt Henry A. Eastman 11th Conn. Vols, will report to Capt. B.C. Carter,
Supt 8th Dist.
