I. Superintendents will hereafter require their Assistants to report on the last day of each month, the number of Freedmen, within their respective Sub-Districts, able to work, and for whom employment can not be found_
These reports will be consolidated by the Superintendents and forwarded to these Hd Quarters, on, or before the fifth day of the succeeding month.

II. Superintendents will report without delay, the amount of fines and fees for Contracts (each class of items by itself) received within their respective Sub-Districts, from Bureau Courts up to Jan. 1st, 1866
Hereafter, these reports will be made on the last day of each month.

Special Orders 
No 1.
January 1st, 1866.

I.... So far as any jurisdiction of this Bureau extends over it, the property of John D. Ragland, consisting of a house and lot, situated on Sycamore Street, City of Petersburg, Va, is restored to him with all the rights and privileges of ownership, upon the following conditions_. Viz:

1st The property will be restored to John D. Ragland, upon the expiration of the lease to any third party, or parties, if any exists_

2nd That nothing in this order be construed, as entitling him to compensation for damages to the property or to rents which may have accrued

II.... So far as any jurisdiction of this Bureau extends over it, the property of Samuel W. Phillips, consisting of three tracts of land, containing Four hundred and ninety five acres in all, known as "Shepperds", "Stores", and a tract un-named, situated in the County of Elizabeth City, Va, is restored to him with all the rights and privileges of ownership, subject to the requirements Par 8, Cir. 15, series /65 War Dept, Bureau R.F. and A.L, and upon the following conditions — Viz:

1st The property will be restored to Samuel W. Phillips, upon the expiration of the lease to any third party, or parties, if any exists_

2nd That nothing in this order be
