1st The property will be restored to Jefferson B. Sinclair, upon the expiration of the lease to any third party, or parties, if any exists-

2nd That nothing in this order be construed as entitling him to compensation for damages to the property, or to rents which may have accrued -

3rd That Jefferson B. Sinclair enter into such arrangements with Capt. C.B. Wilson, A.Q.M. and Superintendent Bureau R.F. and A.L. Fort Monroe, Va, as will prevent suffering to the Freedmen, and secure the interests of the Government in the Buildings on the Estate.

I. So far as any jurisdiction of this Bureau extends over it, the property of William W. Peed, consisting of a house and lot of land, situated on the South side of County Street, in the City of Portsmouth, Va, is restored to him with all the rights and privileges of ownership upon the following conditions - Viz:

1st The property will be restored to William W. Peed, upon the expiration of the lease to any third party, or parties

if any exists.

2nd That nothing in this order be construed as entitling him to compensation for damages to the property, or to rents which may have accrued -

II. So far as any jurisdiction of this Bureau, extends over it, the property of H.C. Whiting, consisting of a lot of land, situated in the Town of Hampton, Elizabeth City County, Va, is restored to him with all the rights and privilege of ownership, subject to the requirements of Par. 8. Cir. 15, Series 1865, War Dept. Bureau R.F. and A.L. and upon the following conditions - Viz:

1st The property will be restored to H.C. Whiting, upon the expiration of the lease to any third party, or parties, if any exists.

2nd That nothing in this order be construed as entitling him to compensation for damages to the property, or to rents which may have accrued.

III. So far as any jurisdiction of the Bureau extends over it, the property of William Y. Fitchell, consisting of a tract of land, containing Two hundred & thirty eight and one half acres, more, or less, situated about four miles from Eastville, in the County of Northampton, Va, is restored to him with all the rights and privileges of ownership, subject to the requirements of Par. 8, Cir. 15, Series 1865, War Dept, Bureau R.F. and A.L. and upon the following conditions - Viz:
