The attention of Superintendents, Asst. Superintendents, and Agents of the Bureau of Refugees, Freedmen and Abandoned Lands, State of Virginia, is called to the following opinion of Major General O.O. Howard, Commissioner, &c, approved by the Attorney General of the United States, Feb. 1st, 1866:

"It is presumed that the protection of the laws of the State of Virginia, is given to freedmen, as to all other citizens, and it is held, that having that protection, if they are allowed to trade, they should, in all cases, pay the "merchants tax," assessed by the laws of the State."
