I. The counties of Chesterfield and Hanover are hereby detached from the 2nd and 4th Districts, Bureau R.F. and A.L. Va, and attached to the 3rd District, Bureau R.F.& A.L.

II. Lieut. James W. Kay, Asst. Superintendent of Chesterfield County will, on being relieved by an officer of the 3rd District, report to Captain Stuart Barnes, Supt. 2d Dist, at Petersburg, Va, for assignment to duty in some other County.

III. Lieut. Ed. Murphy, Asst. Superintendent of Hanover County will hereafter make his report to Lieut. H.S. Merrell, Supt 3rd Dist, Bureau R.F. and A.L., Richmond Va.

IV. Lieut. H.S. Merrell, Supt. 3rd. District will receipt to Capt. T.F.P. Crandon, A.Q.M. and Supt. 4th Dist, Bureau R.F.& A.L. for all Quarter
