II. Hereafter all contracts for labor made by freedmen will, in addition to the approval of the Assistant Superintendent, be acknowledged before two or more witnesses, of which the Assistant Superintendent may be one, by whom the contract shall be read and explained before taking the acknowledgment thereof, which shall be as follows:-"Signed, sealed and acknowledged before us this - day of - 186-; the above articles of agreement having previously by us been read and explained to - (the freedman who is party to the agreement)."

III. All Officers and Agents of this Bureau will assist persons who have made contracts with freedmen which have been approved by Officers of the Bureau. and remain unrevoked by them, in exacting the penalty provided in the above Act for enticing away freedmen employed under such contracts.

CIRCULAR No. 18.

I. All Assistant Superintendents will immediately forward to these Head Quarters (through the Office of Superintendent) a report stating the number of destitute and suffering white citizens in their respective sub-districts who do not receive relief from the civil authorities, and the amount of rations which will be immediately needed to prevent actual suffering among that class of persons. They will also in the future forward on the first day of each month a report estimating the amount of rations which will be needed for the same purpose in the next succeeding month. Both these reports will give particulars of name, age, sex, and circumstances.
 II. The Assistant Superintendents will also Immediately forward (through the Office of Superintendent) a report, in accordance with the following form, of all persons, either white or colored, who require and are unable to provide the necessary corn and other seed for planting. The blanks opposite the names of those who have no land will be filled up "No land."
