II...So far as any jurisdiction of this Bureau extends over it, the property of Mrs. E.C. Bainbridge, consisting of a lot of land, situated in Hampton, Elizabeth City County, Va, is restored to her with all the rights and privileges of ownership, upon the following conditions - Viz: 

1st. The property will be restored to Mrs. E.C. Bainbridge, upon the expiration of the lease to any third party, or parties, if any exists.

2nd. That nothing in this order be construed, as entitling her to compensation for damages to the property, or to rents which may have accrued.

III...So far as any jurisdiction of this Bureau extends over it, the property of W.W. Burke, consisting of a tract of land, (excepting the buildings thereon, occupied by this Bureau) situated in Warwick County, Va, is restored to him with all the rights and privileges of ownership, subject to the requirements of Par. 8, Cir. 15, Series 1865, Bureau R.F & A.L. and upon the following conditions - Viz:

1st. The property will be restored to W.W. Burke, upon the expiration of the lease to any third party, or parties, if any exists.

2nd. That nothing in this order be construed as entitling him to compensation for damages to the property, or to rents which may have accrued.

I. 1st Lt. H.S. Merrell is hereby relieved from duty as Superintendent of the 3rd District, in consequence of his having been mustered out of the service of the United States. 

The Assistant Commissioner takes this occasion to thank Lieut. Merrell for the energy and ability with which he has during a long period discharged his responsible duties.

II. Capt John A McDonnell, V.R.C. is hereby assigned to duty as Superintendent of the 3rd District, Head Quarters at Richmond Va, to relieve 1st Lt. H.S. Merrell who will turn over to him all the books and papers appertaining to his office.
