II. So far as any jurisdiction of this Bureau extends over it, the property of H. M. Smith consisting of a tract of land, containing four hundred acres, more or less, situated in the County of King William, Va, is restored to him with all the rights and privileges of ownership subject to the requirements of Par. 8, Cir. 15, Series 1865, War Department, Bureau R. F. & A. Lands and upon the following conditions, viz:

1st The property will be restored to H. M. Smith upon the expiration of the lease to any third party or parties if any exists.

2nd That nothing in this order be construed as entitling him to compensation for damages to the property or to rents which may have accrued.

The Superintendents of Districts in this State will hereafter make at least once in three months inspections of each Subdistrict in their jurisdiction in which every county will be visited. In addition to the more obvious subjects to which attention will be directed in these inspections, those alluded to in Letter of Instructions No. 3. from these Head Quarters dated June 1st 1866, will receive special notice, a full and detailed report of the inspection of each Subdistrict will be forwarded to these Head Quarters as soon as the same is completed.
