I. Mr. Frank K. Smith, Agent in charge of 6th Division (comprising the Counties of Mathews and Gloucester) 5th Sub-Dist. Va, is hereby relieved from charge of the aforesd. Division and will turn over to his successor Mr. H. R. Howlett, Agent, all Books and papers pertaining to Bureau, affairs, in his possession.

II. Mr H. R. Howlett, Agent, is hereby relieved form duty in the 6th Division, 2nd Sub-Dist. Va, and assigned to duty as Agent in charge of the 6th Division (comprising the Counties of Mathews and Gloucester) 5th Sub-Dist. Va, with his Head Quarters at Mathews C.H. Va, relieving Mr. Frank K. Smith, from whom he will receive all Book and papers relating to Bureau affairs in the above mentioned Counties.

Mr. Howlett will report in person to S. C. Armstrong Esqr, Agent in charge of the 5th Sub-Dist, at Fort, Monroe, Va, for instructions._

Richmond, Va, and will report in person, without delay, to Capt. James A. Bates, 43rd U.S.I. Sub asst, Comsr, 3rd Sub-Dist, Richmond, Va, for instruction. viz: —
