C. Armstrong. Dr. Wm. E. Woods. I. . So far as any jurisdiction of this Bureau extends over it, the property of Dr. Wm. E. Woods, consisting of a track of land situated in the county of Elizabeth City, Va., is restored to him with all the rights and privileges of ownership, subject to the requirements of Par. 8, Cir. 15, Series, 1865, War Department, Bureau R.F. and A. Lands, and upon the following conditions, viz:___ 1st. The property will be restored to Dr. Wm. E. Woods upon the expiration of the lease to any third party of parties if any exists 2nd That nothing in this order be construed as entitling him to compensation for damages to the property or to rents which may have accrued. Smith, Agent, all books and papers relating to the Bureau's affairs in the above named Division. Mr. Howlett on being relieved will report to Gen'l S.C. Armstrong, Agent at Fort Monroe, Va., for orders. ___ Maj. Genl. O.O. Howard, Maj Geo. Q. White. Surg. DeLamater, Lt. Schreiner Genl. S.C. Armstrong Mr. Mr. Frank K. Smith II . . Mr. Frank K. Smith, Agent of this Bureau is hereby re-assigned to duty as Agent in charge of the 6th Division, (comprising the counties of Matthews and Gloucester), 5th Sub. Dist, with his Hd Quarters, at Matthews, C. H., Va., - relieving Mr. H.R. Howlett, agent, from whom he will receive all books and papers relating to Bureau affairs in the above named Division. ___ Mr. Smith on arriving at his station will report by letter to Genl. S.C.
