122 Bureau of Refugees, Freedmen and Abandoned Land, Hd. Qrs. Asst. Comr District of Va., Richmond, Va., Sept. 19th 1867. Circular Letter Maj. Genl Howard Maj. White Surg. DeLamater & each S.A. Comr & Agent in Charge of Sub Dist., Dist of Va. You will cause all Freedmen, within your Sub. Dist., now dependent upon the Government for support, who were residents of the Counties or Corporations where they now are on the first day of January, 1867, to be turned over to the proper civil authorities for care and support, unless they are unable to take charge of them, in which case they will be requested to state, in writing the cause of such inability, which statements will be forwarded to these Head Quarters. It will be your duty to report, without delay, any failure hereafter, on the part of the civil authorities, to take proper care of such persons.
