2.  Capt. A.S. Flagg, A.Q.M. is hereby directed to transfer, with transfer lists, the public monies in his possession which are held for the payment of discharged employee's of the Quartermasters Dept. who served under the direction of Capt. O. Brown, while A.Q.M. and Supt of Negro Affairs at Norfolk, Va, to Capt T.G. Whytal, A.Q.M. at Fort Monroe, Va.
