Circular No. 3

The last paragraph of Circular No. 1 from these Head Quarters dated Feb 21st 1866 is revoked. Officers of the Bureau have but an advisory relation to contracts. Asst. Supt's. of the District will watch closely, contracts made in their counties, annul those which are unjust, and where contracts are loose and vague, which is generally the case, will urge and warn the freedmen to have a definite agreement with their employers or landlords, offering to draw them up for such as may choose to apply. 

Nothing is more important than well understood and written agreements and contracts; the want of such is a great evil in this District.
