CIRCULAR.}
NO.2.    }

In consequence of the destruction of fences by fire and by the march of troops through Dist. No. 9, Va., it is ordered, That on and after the first day of March, all cattle, horses, mules and hogs shall be restrained from going at large in the above named district; and all cattle, horses, mules and hogs permitted to go at large and unrestrained in the highways, or tresspassing on plantations in said district, will be taken up by the Superintendent of Refugees, Freedmen and Abandoned Lands, or his Assistants and retained at the expense of the owner.

Thirty days from date of seizure will be given to owners of animals so taken up or retained, to redeem them in, and if no claim is made within that time they will be considered abandoned, and permanent possession will be taken of the same for the use of the Government.

Persons claiming animals so restrained will be required to prove property, and pay a fine of two dollars for each horse, mule, ox, cow, bull, steer or heifer, and one dollar a head for swine, and any damage which may have accrued; which fine will be added to the expense incurred for care and keeping said animals, the whole to be collected by Supt. and Asst. Supt. of Bureau R.F. and A.L. 9th Dist. Va.
