I  Brevet Major George Q. White Chief Quartermaster and Disbursing Officer of this Bureau for the Department of the Potomac, having made Special Requisition under date of February 12. 1867 for the following described articles for issue to destitute Freedmen, viz:—

Two thousand (2000) pairs of stockings 
One thousand (1000) pairs of childrens shoes, and 
One thousand, (1000) Woolen Blankets—;  

For the purpose of filling such requisition said articles will be at once purchased by the Chief Quartermaster of this Bureau in open market and upon the most advantageous terms. 
 
Brevet Major J. M. Brown, A.Q.M. will under the directions of the Chief Quartermaster, and with as little delay as possible, proceed to the city of New York, and asertain upon what terms the articles specified can be purchased in that market.
