II  The appointment of Mr H. C. Percy, of Norfolk, Virginia, as an Agent of the Bureau R F. & A L., for the payment of bounties to colored soldiers made from this Office May 22, 1867., is hereby revoked.

He will turn over all Bureau funds remaining in his hands to Mr Nelson Tourtellotte, Agent of this Bureau taking proper receipts for the same.

I've found TOURTELLOTTE in Civil war records, but not a "Nelson". I found a "N. Tourtellotte", who had been a Lawyer. In 1880, he was living in Hampton, VA.
