Richmond, Va., February 15th 1867. 

Circular. 
Medical Officers of the Bureau Refugees, Freedmen and A. Lands Dept. of the Potomac will immediately report to me whether they have public or private horses in use in the discharge of their duties, and if they have neither they will also report the fact. 
When it is necessary to the proper discharge of duty that they should have a horse and they do not consider themselves able to furnish one of their own, they will make a statement to this effect. All statements made under this order in regard to the necessity of retaining public horses now in their possession or having them furnished if not in their possession will be sent to me direct. Before forwarding the endorsement of the Superintendent of the District, showing the necessity of having a public horse, will be place on the same.
