Circular No. 2
Asst. Sub. Asst. Comr. of this Sub. Dist. in making their visits in compliance with circular No 10, par III, Series of 1866,
In addition to those duties required by existing circulars and orders, will make diligent enquiry relative to the manner in which minors and minor orphans, are treated by persons to whom they are bound as apprentices. They will see that the indentures are strictly complied with that they are taught to read and write and the first principals of arithmetic, as far as proportion and that they have comfortable quarters and clothing and wholesome food, and not otherwise maltreated. They will also ascertain how far circular No. 11, series of 1866, relative to the registering of marriages has been complied with, the result of the above enquiries will be reported in their monthly reports of Bureau Affairs.
