Bureau of Refugees, Freedmen, and Abandoned Lands,
Washington, D.C., November 16th 1868
Circular Letter
Authority having been given by the Secretary of War, all school buildings situated on land owned by benevolent associations, corporate bodies, and boards of trustees, which have been constructed or repaired by the Bureau, & which are now borne upon its property returns, will at an early day be transferred to the Association, corporation or trustees owning the land on which they are located, upon certain specified terms & conditions, to be use perpetually for school purposes.
The transfer will be made by the commissioner, notice of which will be given to the proper Disbursing Officers from this office in order that they may be dropped from the returns
