I  So far as the Jurisdiction of this Bureau extends over it, the property borne upon the Report of Abandoned Lands of this Office as Craney Island situated in Elizabeth River and belonging to the United States is hereby restored to the United States (through the Engineers Dept USA under orders from the Asst Comr Dist of Va of date December 7th 1868) with all the rights and privileges of ownership subject to the requirements of Cir 15 Series 1865 War Dept BRF and AL and upon the following conditions, viz
1st  The property will be restored to the U.S. subject to a Lease to Henry a Beatty and David T. Corson bearing date Oct 1 1865 "for the term of one (1) year and as much longer as the parties can agree. Five days notice to be given either party for the termination of this lease"
2nd  That nothing in this order shall be construed
