VI When fertilizers are used on crops, cultivated on shares, and one fourth (1/4) of crop is taken for rent, it is fair and proper that but Three fourths (3/4) if the cost of such fertilizer should be charged against the Three fourths (3/4) of crop to be divided between employer and laborers. 

In view of the possible withdrawal of the Bureau Officers, when the time arrives for settlement of accounts under contract made for labor during 1869, it is highly important that you advise freedmen entering into such contracts for "1869. to submit such contracts to you for approval, and that they avoid as much responsible signing any contract which contains covenants subjecting them to fines for disobedience &c or forfeiture of their entire interest in the crop or wages earned for the same cause. Your attention is also invited to Circular No 17 Hd Qrs Asst Comr Va May 7th 1866 formulating for information of the Officers and Agents of Bureau RF and AL an "Act (of the General Assembly of the State of Virginia) to regulate contracts for Labor between white and colored persons &c &c" the 1st Section of which provides "That no contract between a white person and colored person for the labor or services of the latter for a longer period than (2) two months shall be binding unless the contract be in writing, signed by such white person or
