NARA 14

Raymond Nov. 8th 1867

Allen P Huggins Esqr
Agt. Bur. R F and A.L, &c.

Sir - Acknowledging recpt. of your note of yesterdays date p'r hands of freedman Isaac Collin, I would say, in reply, that his claim is over my jurisdiction, and so of that of Lewis Johnson and John Grear & others. I could issue attachments against Vanderpool, but the said parties are unable to give security as required by law. Consequently they can not avail themselves of the benefits of the attachment laws. They could get a lawyer to bring suits for them in the ordinary way, but this would not avail to stop Vanderpool from moving, and they say, he is going. Under these circumstances, I have advised them to go back to Jackson, and make application at the office of the F. Bureau &c. for an order to stop Mr Vs cotton at the R. R. depot until they are paid.

Very Respectfully your obt. servt.
Ja's. Gray J.P.
