Major,
I am directed by the Ass't. Com'r. to inform you that having carefully examined the papers in the case of John Vickers, freedman, against G. F. Granbury of Hinds County, Miss he approves your action in setting aside the decision of the referees and awarding the Sum of $173.35/100 as due the freedman on the contract, - and the Sub Ass't. Com'r Sub District of Jackson is charged with enforcing such decision. - 

As the Contract in this case was for stipulated wages instead of a share of the crop, the reference of the case to arbitrators was not authorized by Genl. Orders, and therefore their decision is subject to revision by the authority appointing them.
