NARA 143 Raymond Missi Dec 25th 1867 Gen E.O.C. Ord Holly Springs Dear Sir I have had a case before the Bureau which I wish to give you an account of hoping you will consider unbiased, where you will evidently discover that it has been settled in direct viollation of your Order directing casses to be settled by Referees and also in cases where the Courts are not open and the parties too poor to give Bond. Freedman Jno Vickers sued me in the County court of Hinds County a tribunal of his own selecting, J. Morgan, went on his Bond and so far as I am capable of judgeing he had a fair trial with able counsel and said Morgan to assist him as Plaintiff with all the testimony they could bring to bear in the case. Judge A.L. Dabney acting as Judge a Gentleman of your Own appointing, An impartial Jury so far as I know decided that said Freedman, Jno Vickers, instead of not being fairly settled with and paid had been over paid which I remitted, desiring to be liberal with him
