Respectfully returned to Bvt. Maj. Thos Norton S.A.C. at Jackson, Miss., with directions to adjust this case in accordance with provisions of Circular No. 24 C.S. from Hd. Qrs. 4th Mil. Dist. which seems to precisely decide the question at issue where it says "If the laborer works for wages and the Contract specifies that his food, medicine, and clothing are to be furnished by the employer, then his wages are not subject to any lien or deduction except as is stipulated in his contract."
