the right to negotiate and contract for construction, and the right of decentralized school districts to exist. A number of plans for school decentralization were devised and submitted. The McGeorge Bundy plan, the mayor Lindsay Plan, the UFT Plan, the Board of Education Plan, the Regents' Plan, and the Marchi Plan were but some of the numerous opinions submitted for approval and confirmation by the state legislature. Some of the plans were too copious to be read. Others were too sterile to deserve serious consideration. The experimental projects took the uncompromising position that any plan which did not guarantee those community rights outlined above was a fraud.
