Reports as follows. The condition of the Freedmen is good.  All are employed at fair wages. None require issue of rations and few are sick.

Sentiment of the whites is gradually changing and under the operations of the Bureau the former slave owners are beginning to see that in his new state of freedom the negro is likely to become a good and industrious citizen. The Lieut reports that he is assisted in his work by some Union men and also by some of those who during the war were known as good Southern men.
