Sir:
I have the honor to acknowledge the receipt of circular no. 6. dated office Supt. 10" Va district Fredericksburg Va January 31" 1866, requiring a report of the condition of Bureau affairs - the feeling between whites and blacks &c.

I can report the condition of freedmen in this county to be favorable and hopeful. They are all employed on fair, or nearly fair terms, very few are sick, none require rations at present, and all are more industrious, useful, and happy than ever before, without a doubt. I see nothing in the way of their becoming a self-sustaining, and worthy class of citizens. They are thoroughly respectful, and a little too submissive to the whites for their own good. The great majority of white people entertain the old slavery notions of "niggers", and although they treat them very well generally, they
