In obedience to Circular Order No. 6. Jan 29. 1866 I have the honor to report that in view of the general restoration to former owners, of the Govt. farms in this county and the numerous removals rendered necessary by such restoration, the condition of the Freedmen is better and their relations to the Whites more friendly than could be expected

The citizens of Princess Anne appear now to recognize the new relations existing between themselves and the Freedmen; and the introduction of White laborers proving more expensive and difficult than they had been led to believe, they are anxious to make engagements with Freedmen, and no one of this class, of any character and intelligence finds difficulty in renting land on shares.

Employment by the month or year is offered freely and liberal wages paid, considering the restricted means of the farmers, and the quality of the service rendered. Still but few contracts as farm laborers have been made

Cutting wood at 75 c $1.00 per cord is liked better than steady farm work; and women particularly are very unwilling to go any distance into the country and cling with great pertinacity to government farms.
