Freedmen, and when they are unable to pay immediately they cheerfully wait or take with (my sanction) small portions of their wages, until the debt is fully paid, as yet I have not deemed it necessary to send a single case over to The Freedmens Court of Richmond for adjudication. 

In cases of theft &c I have after due investigation of the charges sent the parties so charged before Col McEntee for trial. In most every case they were found guilty and sentenced by him. The sentences vary from ten (10) days in Castle Thunder to one year in year in the Penitentiary.
