Report in brief - states that Bureau affairs are in good condition. Freedmen prefer to take land themselves - rather than hire out. Many complaints that no wages were paid them for last year after fall of Richmond. On the one hand he finds many people willing to deal fairly with the Freedmen. The greater part refuse to pay them for labor in 1865 and threaten them if they apply to the Freedmens Court for justice against their former masters.
